Title

1) Approve California Department of Education Fiscal Year 2012-13 CalWORKs County Joint Application submitted in collaboration with the El Dorado County Office of Education to secure funding in the amount of $27,514 to provide instructional and job training at adult schools and Regional Occupational Centers and Programs throughout the County;
2) Approve and ratify the signature of the Director of the Health and Human Services Agency, Social Services Division on the funding Application;
3) Authorize the Director, upon review and approval from County Counsel and Risk Management, to execute any necessary documentation further required to secure funding associated with the Fiscal Year 2012-13 CalWORKs County Joint Application; and
4) Approve and adopt Resolution 183-2012 authorizing the Director, contingent upon review and approval by County Counsel and Risk Management, to sign future California Department of Education CalWORKs County Joint Applications on behalf of the County and submitted in collaboration with El Dorado County Office of Education and, in order to secure funding, any necessary documentation associated with said Applications.
FUNDING:  100% CalWORKs.  There is no County Match requirement to receive this funding.

Fiscal Impact/Change to Net County Cost:  
There is no Net County Cost associated with the California Department of Education ("CDE") Fiscal Year ("FY") 2012-13 CalWORKs County Joint Application ("Application").  If the Application is successful, CDE will allocate $27,514 to the El Dorado County Office of Education ("EDCOE") for use by adult schools and Regional Occupational Centers and Programs ("ROCPs") during FY 2012-13.
Retroactive Term
Health and Human Services Agency, Social Services Division ("HHSA") became aware of the CDE FY 2012-13 funding opportunity on September 27, 2012.  Said Application was due to EDCOE for submittal to CDE by October 10, 2012, thereby leaving insufficient time to bring it to the Board prior to CDE's deadline.
Background
The CDE determines and annually allocates The California Work Opportunity and Responsibility to Kids ("CalWORKs") funds to each county based on the percentage of the county's CalWORKs clients to the total state client population.  Each county then prepares an Application consistent with their most current Instructional and Job Training Plan.  Using the amount of funds designated by the CDE for their county, each county's annual application identifies how the available CalWORKs funding will be distributed to participating adult schools and ROCPs within their county.  In order to receive the allocation, each county's Office of Education Superintendent and County Director of Social Services must sign the Application.  
 
Reason for Recommendation
CalWORKs funding for adult schools and ROCPs is used to provide education and training to achieve the following objectives:
A.  Prepare CalWORKs eligible clients for entry-level employment.
B.  Assist employed clients receiving subsidies or supportive services to advance toward higher employment and self-sufficiency.
C.  Direct CalWORKs eligible clients into short-term education and training programs leading to employment.
 
 
Action to be Taken Following Board Approval:
1) Upon execution by the Chair, the Board Clerk's Office will forward one certified copy of the resolution along with two certified copies of Certified Board Minutes to HHSA Contracts Unit at 3057 Briw Road
2) HHSA to submit one copy of certified Board Minutes to EDCOE for submission to CDE.  
 
Concurrences
County Counsel and Risk Management have approved both the California Department of Education Fiscal Year 2012-13 CalWORKs County Joint Application and associated Resolution authorizing the HHSA Director to sign future California Department of Education CalWORKs County Joint Applications submitted in collaboration with El Dorado County Office of Education.
