There is no change to Net County Cost. This grant is providing 100% funding for equipment and no County match is required.  
 
Background
On December 17, 2012, the Sheriff's Office received notification from the California Emergency Management Agency (Cal EMA) that the County was being awarded $188,682 for the FY 2012 Homeland Security Grant based on an application submitted on August 17, 2012.  El Dorado County is the sub-grantee and provides funding for planning, equipment, training and exercise costs to the Sheriff's Office, Public Health, Environmental Management, Fire Districts, and the cities of South Lake Tahoe and Placerville Police Departments, and other eligible local agencies.
 
As required by the grant, on April 8, 2003, the Board created an Approval Authority, representing the cities of Placerville and South Lake Tahoe, the Sheriff's Office, Fire Districts, Public Health and Environmental Management to approve the distribution of the grant funds at the local level.  The Approval Authority has met and approved a plan for allocating the grant funds to equipment.  With regard to grant purchased equipment, the County, as the Operational Area lead agency, will purchase and loan equipment to other participating agencies, or sub-grant funds to the agencies to purchase equipment and eventually transfer ownership for the equipment to participating agencies after grant audits are complete.  In the event the County, as the Operational Agency, has to reimburse an agency for purchases made with grant funds, a reimbursement agreement will be prepared, reviewed by County Counsel and executed by the Sheriff or his designee to authorize reimbursement to the appropriate agency.
 
Reason for Recommendation
Approval of this recommendation will make funding available for eligible sub-grantees for purchase of equipment to enhance local security and emergency management efforts, and expedite the process of completing purchases within grant required timeframes through reimbursement agreements.
 
Action(s) to be taken following Board approval
Sheriff's Office will begin working with sub-grantees and Cal EMA to spend the grant funds for security and emergency management equipment.
