Fiscal Impact/Change to Net County Cost
The salary costs for this position are included in the Fiscal Year (FY) 2012/13 Health and Human Services Agency/Public Health Division budget.  The position has been vacant since April 2012.  The additional salary cost for Step 5 for FY 2012-13 is offset by savings due to the position being vacant for the first half of FY 2012-13.  Sufficient appropriations will be included in future fiscal year budgets.
Reason for Recommendation
After an extensive recruitment process, Health and Human Services Agency, Public Health Division (HHSA), has identified a qualified Animal Control Operations Manager.  Ms. Barrett comes to the County with over 20 years of work experience in the animal care and control field, including 10+ years as a Supervising Animal Control Officer/Animal Shelter Supervisorfor a major East Bay city's field services and shelter operation where she supervised a staff of eight employees and participated in the annual budget process.  Her responsibilities also included the recruitment and maintenance of a large volunteer group and field operations, which included fieldwork as an Animal Services Officer.  
 
Ms. Barrett has extensive experience overseeing all pet licensing functions, conducting Potentially Dangerous Dog hearings, testifying in court proceedings, working closely with law enforcement to provide quality services to their community, serving as the City Liaison at community meetings regarding animal-related concerns, handling media requests, collaborating with various non-profit groups who provided support to their shelter program, and providing training for these agencies.  She has attended numerous animal related trainings including the National Animal Control Academy and Peace Officer Standards and Training (Supervisory curriculum) through the Commission on Peace Officer Standards and Training.  
 
Ms. Barrett's knowledge, expertise, and extensive animal care and control background will ensure operational efficiency in the field as she fulfills her new duties.  As a result, HHSA is recommending the Board approve the advanced step hiring of Ms. Barrett at step 5 of the salary range for Animal Control Operations Manager.
Action(s) to be taken following Board approval
HHSA to immediately process the appropriate paperwork to hire Ms. Barrett at step 5 of the salary range for Animal Control Operations Manager to be effective January 30, 2013.
