Title: Chief Administrative Office recommending the Board adopt Resolution 015-2013 authorizing the Director of Transportation or successor to order the temporary closure of any county highway in the Crystal Basin area of El Dorado County, including but not limited to Ice House Road and Wentworth Springs Road, when conditions exists that warrant such closure. Background
The various County maintained highway roads within the Crystal Basin are utilized by the public on an annual basis, which afford access to many recreational destinations, including but not limited to, Union Valley Reservoir, Ice House Reservoir, and the historic Rubicon Trail. During the winter months during a rain or snow storm event, the roadway surface and surrounding area can deteriorate to an unsafe condition, which could necessitate closure to protect the health and safety of persons using the roadways.

The California Vehicle Code, Section 21101 et seq., provides for the adoption of rules and regulations by local authorities to temporarily close roads for specific purposes.

The California Streets and Highways Code, Section 942.5, allows the Board of Supervisors to restrict the use of, or close any county highway whenever the Board considers such closing or restriction of use necessary: (a) for the protection of the public; (b) for the protection of such county highway from damage during storms; and (c) during construction, improvement, or maintenance operations thereon.
