Title: Health and Human Services Agency, Public Health Division, recommending the Board authorize the Chair to sign perpetual Agreement No. 146-O1310 with California Shock/Trauma Air Rescue (d.b.a. CALSTAR) to become effective March 1, 2013 and continue until terminated by one of the parties thereto for the provision of air ambulance transport services. Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement.  There is no remuneration for services in this Agreement as CALSTAR directly invoices clients on a fee-for-service basis.
Background
The County of El Dorado EMS Agency is responsible for the implementation of Advanced Life Support (ALS) prehospital emergency medical services and medical transportation within its jurisdiction, including air ambulance transport services, in accordance with California Emergency Medical Services Law, Health and Safety Code, and California Code of Regulations.  The Board of Supervisors approved the prior Agreement (No. 499- S0810) with CALSTAR on July 27, 2010 via Board item 10-0803.
Contract Termination
This Agreement includes the County's standard provision for County to terminate the Agreement without cause upon seven (7) calendar days written notice.
Reason for Recommendation
Approval of this Agreement ensures that persons residing in or visiting the County of El Dorado have access to air ambulance transportation services should they incur life-threatening injuries while in the County.
Action(s) to be taken following Board approval
1. Chair to sign two (2) original Agreements 146-O1310;
2. Board Clerk's Office to return one (1) fully executed  Agreement 146-O1310 to HHSA Contracts Unit at 3057 Briw Road, Suite A; and
3. HHSA to distribute document as appropriate.
