Background
The El Dorado County Library is a member of NorthNet Library System, a consortium of Northern California Libraries.

Recently, the County Library became aware of an Innovation Grant Opportunity from the NorthNet Library System that encourages libraries to introduce a new idea, program or vision that is not currently in use at the library.  The grant application was due on January 9, 2013, and due to the short turnaround time, the Library submitted an application for funding.  The grant application did not bind or obligate the County to any action, and there are no match requirements associated with this funding.

Reason for Recommendation
The Library plans to purchase an interactive local history digital kiosk, a product known as an iCell from DC Connect.  The kiosk will hold a 32 inch monitor with eight cell activation points.  When activated by the wave of a hand, each cell will initiate a digital audio and visual presentation on a topic such as Gold Rush, Agriculture, or Logging and Railroads.  Digital content will include photographs and videos selected from the County Historical Museum and other sources.  Initial video content will be developed by the El Dorado Hills Library Teen Council and other volunteers.  The Touch the Past kiosk will be portable and will be shared among all the libraries, and will travel to Chambers of Commerce, museums, and events.  The concept is patterned after the successful Rancho Cucamonga Local History iCell project.

Action(s) to be taken following Board approval
Library staff to order iCell and volunteers to work on selecting and producing content.
