Title: Supervisor Nutting recommending the Board authorize the Chairman to sign letters of support for: 1) Assembly Joint Resolution 9 - Urges the 113th Congress to reauthorize and fund the federal Secure Rural Schools and Community Self-Determination Act of 2000; 2) Senate Bill 17 - repeals the State Fire Protection Fee entirely; 3) Senate Bill 125 - exempts property owner of a structure that is both within a state responsibility area and within the boundaries of a local fire district that provides fire protection services in the district from the payment of the Fee; and 4) Senate Bill 147 - exempts a property owner of a structure on a parcel that is within a state responsibility area from payment of the Fee if the property owner has an income of less than 200% of the federal poverty level.

Background
At various times the Board of Supervisors has taken past positions of support for the reauthorization of the federal Secure Rural Schools and Community Self-Determination Act of 2000. In addition to money for local schools, the Act provides funding directly to the county for roads, fire safe activities and search and rescue operations. California Assembly Joint Resolution 9 urges the 113th Congress to reauthorize and fund the federal Secure Rural Schools and Community Self-Determination Act of 2000.
The Board has also opposed the imposition of the State Fire Protection Fee, is engaged in litigation against the fee, and has commented on the regulations to the Board of Forestry. Senator Gaines has introduced three bills which seek to overturn or amend the Fee:
Senate Bill 17 would repeal the Fee entirely.
