Background
The Office of National Drug Control Policy ("ONDCP") receives funding for the Drug Free Communities Support Program ("DFC") from Congress through the Drug Free Communities Act of 1997 (Public Law 105-20) to provide support to community-based coalitions that have formed to address local youth substance use and its related consequences.  DFC Mentoring Program grants were established as a component of the DFC Support Program when it was reauthorized in 2001 (Public Law 107-82, 115 Stat. 814).  The DFC program and the DFC Mentoring Program were reauthorized through ONDCP's Reauthorization Act of 2006 (Public Law 109-469).  The fiscal year ("FY") 2013 federal budget is still pending before Congress; therefore, projections for available funding and for the number of potential awards for 2013 are based on a $92 million dollar appropriation (the FY 2012 level for the program) and are subject to change based on passage of the final FY 2013 Federal Budget.
 
Each year, ONDCP funds four types of DFC grants: New, Continuation, Mentoring, and Mentoring Continuation.  DFC Mentoring grants are the first of a two-year grant awarded to existing DFC grantees to support their work to create new DFC coalitions.  Grants awarded through the DFC program are intended to support established community-based coalitions capable of effecting community-level change.  The El Dorado Hills Community Vision Coalition, Inc., ("Vision Coalition") is an established coalition and an existing DFC grantee that meets the requirements for applying for a DFC Mentoring grant.  It has approached the Health and Human Services Agency's Chronic Disease Prevention Coalition ("HHSA Coalition") and offered, contingent upon the Board's acceptance that the Vision Coalition submit the Drug-Free Communities Mentoring Program Grant application to the ONDCP, to mentor the HHSA Coalition in a two-year DFC Mentoring Program.  If the Vision Coalition successfully obtains and completes the DFC Mentoring Program with the HHSA Coalition, the HHSA Coalition will be able to compete for its own DFC grant in 2015.
Reason for Recommendation
Board of Supervisors Policy A-5 - Grant Endorsements for Non-County Agencies requires departments to obtain approval from the Board of Supervisors prior to providing endorsement for non-county grant applications.  
 
The Health and Human Services Agency ("HHSA") recommends the Board approve and authorize the HHSA Director to sign a Letter of Support that will be used as part of the El Dorado Hills Community Vision Coalition, Inc.'s Drug-Free Communities Mentoring Program Grant application package.  If the Vision Coalition's grant application is successful, it will provide funding that will allow the Vision Coalition to mentor the HHSA Coalition in a two-year DFC Mentoring Program.
 
Completion of the DFC Mentoring Program will allow the HHSA Coalition to compete for its own DFC Grant in 2015 which, if awarded, would allocate up to $125,000 per year for five years, to help meet the DFC's goals of: 1) Establishing and strengthening collaboration among communities, public and private non-profit agencies, and federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce youth substance abuse; and 2) Over time, also reducing substance abuse among adults by addressing factors that increase their risk while promoting the factors that minimize their risk.
Action(s) to be taken following Board approval
1)      Board Clerk's Office to provide to HHSA, Contracts Unit,  two (2) Certified Minute Orders demonstrating Board approval of DFC Mentoring Grant application;
2)      HHSA to submit one (1) Certified Minute Order to El Dorado Hills Community Vision Coalition;
3)      HHSA Director to sign and HHSA to forward the letter of support to the El Dorado Hills Community Vision Coalition, Inc.;
4)      HHSA to prepare a nonfinancial Memorandum of Understanding with the El Dorado Hills Community Vision Coalition, Inc., with respect to a mentor/mentee agreement to fulfill the DFC Mentoring Grant's objective of meeting all of the statutory eligibility requirements of the DFC Program; and
5)      HHSA to return to Board upon successful completion of the DFC Mentoring Program for approval of a Drug-Free Communities Program grant application in 2015 prior to submission of same.
