Fiscal Impact/Change to Net County Cost
Payment of these services will increase Net County Cost by $18,695 for Fiscal Year 2012-13; however, there are sufficient savings in the Fiscal Year 2012-13 Public Health Division Animal Services budget to allow for these costs.
Background
Health and Human Services Agency, Public Health Division (PHD) contracted with Grace Foundation of Northern California (Grace Foundation) for the period February 13, 2007 through February 12, 2010 and again for the period of February 14, 2010 through December 31, 2010 for the care and boarding of livestock impounded or seized by its Animal Services Unit. PHD attempted to renew the Grace Foundation contract with a services start date of January 1, 2011; however, Grace Foundation was unable to satisfy the County's insurance requirements in a timely manner.
During the period January 2011 through May 2011, while PHD was endeavoring to obtain required certificates of insurance (COI) from Grace Foundation, Animal Services seized or impounded certain livestock and placed them with Grace Foundation in the belief that vendor's contract was being renewed effective January 1, 2011. Numerous attempts on the part of PHD staff as well as the Chief Animal Control Officer to obtain the COI were unsuccessful. As a result, PHD successfully contracted with another livestock board and care vendor and any further attempts by PHD to contract with Grace Foundation were abandoned. The attached Grace Foundation invoices in the amount of $18,335 for services provided between January and May 2011 were received approximately one year after said services were provided.
Additionally, in a separate neglect/cruelty case, Animal Services seized nine dogs and obtained emergency care and grooming services from Canines on Main in Placerville on November 8, 2012. The vendor has donated these types of services in the past, however, in this case the number of dogs and services required resulted in an amount of $340. An invoice was submitted to the County for this amount, and County will pursue legal restitution to recover the cost of services. A purchase order is being developed with Canines on Main in case their emergency care and grooming services are again required.
Reason for Recommendation
Health and Human Services Agency, Public Health Division is recommending the Board approve payment of the attached invoices from Grace Foundation of Northern California and Canines on Main for the provision of emergency animal care services rendered on behalf of the County.
Action(s) to be taken following Board approval
1. HHSA/PHD to submit the invoices for Grace Foundation of Northern California and Canines on Main (attached hereto) to the Auditor-Controller's Office.
