Reason for Recommendation
Board of Supervisors Policy A-5 - Grant Endorsements For Non-County Agencies (A-5) states, "County officers, departments, boards, commissions, and committees are occasionally requested by non-County agencies to endorse and provide supporting documentation for non-County grant applications.  County officers, boards, commissions, and committees and their representatives shall obtain formal approval from the Board of Supervisors prior to offering endorsement for non-County grant applications."  
 
On March 25, 2013, the Cameron Park Design Review Committee had an agenda item discussing support for an El Dorado County Transportation Commission grant application.  County staff notified the Cameron Park Design Review Committee (Committee) about Board of Supervisors Policy A-5. The Committee has worked with members of the Cameron Park community to develop a vision for the Cameron Park area that has a positive and lasting impact on the way the area develops in the future.  The Committee strongly believes that transportation improvements will help establish the foundation for development of a vibrant and healthy community.
 
Based on the policy, Eric Driever sent an e-mail to the Board of Supervisors regarding the policy stating that A-5 predates the General Plan and is unnecessary and urges the Board of Supervisors to repeal this policy for the good of all communities.
 
In response to the Mr. Driever's e-mail, discussions with Sharon Scherzinger, El Dorado County Transportation Commission Executive Director, and others, Kim Kerr, Assistant Chief Administrative Officer had a discussion with Diana Anderly, Committee Chair, regarding the Committee providing a support letter for the 2013 Community Based Transportation Planning grant.
The Committee has written a letter in full support of the El Dorado County Transportation Commission's 2013 Community Based Transportation Planning grant application for development of the Cameron Park Area Community Transportation Plan.  The Assistant Chief Administrative Officer suggested to the Committee that if it felt comfortable sending the letter of support, than the Assistant Chief Administrative Officer would support that decision and bring this item to the Board for approval retroactively.
 
Additionally, staff has discussed future requests for support letters from the County and/or its various departments, commissions and committees with the El Dorado County Transportation Commission (Commission).  In the future, if the Commission is requesting support letters from the County, its departments, commissions or committees, then an agenda item will be brought forward to the Board regarding the particular grant with a request for support from the Board and authorization to have County departments, commissions and committees to provide support letters.  This should address Board of Supervisors Policy A-5 - Grant Endorsements for Non-County Agencies and allow the Board to confirm the County's support for the grant application.
