None. Approval of this recommendation will allow the Sheriff's Office to apply for the grant. If awarded, and depending on the amount of the award, the Sheriff's Office will request Board approval to accept the grant along with the required 25% match through the use of Sacramento Municipal Utility District (SMUD) Upper American River Project (UARP) Federal Energey Regulatory Commission funds.
Background
The Sheriff's Office has received OHV grant funding since 2001. This funding has allowed for patrols on the Rubicon Trail to address and mitigate several issues over the years. For a period of time, the Rubicon Trail was not a family friendly environment; however, due to increased County presence, users have noticed a positive change in the environment and culture, and the Trail is once again a safe place for families to enjoy.
On December 18, 2012 , the Board approved the use of El-Dorado Sacramento Municipal Utility District (SMUD) Cooperation Agreement funds to partially offset patrol costs on the Rubicon Trail during Fiscal Year 2012/13.
The Sheriff's Office is proposing to continue using SMUD funds to meet the 25% match requirement of the OHV Grant program in this new grant cycle application. In previous years, the Sheriff's Office has used Vehicle-in-lieu funds (Green-Sticker) for the 25% match. However, while the SMUD funds are specific to the Upper American River Project, where the Rubicon Trail is located, the Green-Sticker funds can be used for various OHV projects anywhere in the County. Since the SMUD funds have now become available, the previously utilized Green Sticker funds will be freed up for other OHV recreation projects elsewhere in the County.
Reason for Recommendation
Adoption of this Resolution is required for the grant application. Continuation of this grant will allow for law enforcement patrols on the trail which is vital to public safety and to the environment.
Action(s) to be taken following Board approval
1) Sheriff's Office will submit a final application, including the Board approve resolution, no later than May 5, 2013.
3) If application is successful, the Sheriff's Office will return to the Board with a Project Agreement, confirming the use of SMUD funds to meet the County match requirements, and a Budget Transfer establishing the revenues and appropriations.
