Funding is provided by County Service Area No. 10, Household Hazardous Waste Parcel Assessments. There is no change to Net County Cost.
 
Background  
At the request of Environmental Management, in early 2010 the Procurement and Contracts Division requested competitive proposals for household hazardous waste transport and disposal services.  On May 11, 2010 the Board awarded the household hazardous waste transport and disposal services RFP 10-961-079 to 21st Century Environmental Management of California, a wholly owned subsidiary of Phillips Services Company and authorized a three (3) year contract in the amount of $240,000 (Legistar File # 10-0412).  In awarding the contract to 21st Century the Board found that it is more economical and feasible to obtain an outside contractor to provide the equipment and services necessary to provide household hazardous waste transport and disposal services rather than procure the needed equipment, hire additional staff, and obtain the certification and licensing required to transport and dispose of hazardous material.  On October 5, 2010 the Board approved the first amendment to the Agreement to correct the term to reflect the actual commencement date to be effective on May 22, 2010, rather than upon final execution (Legistar File #10-1035).
 
Reason for Recommendation
The current agreement with 21st Century Environmental expires on May 21, 2013.  Environmental Management recommends extending this agreement 19 months, to expire on December 31, 2014, and increasing compensation by $200,000 for a total not to exceed amount of $440,000.  The Contractor has performed according to contract requirements for the duration of the first three years of the contract and has agreed to maintain the rates established in the original Agreement.
 
Action to be taken following Board Approval
Upon execution by the Chair, the Board Clerk's Office will forward copies of the amendment to Environmental Management for distribution, encumbrance, and administration.
