There is no change to Net County cost.  Funding is included in the FY 2012-13 budget for Transportation; however, State Proposition 1B funds will be in jeopardy if not spent by June 30, 2013.
 
Background
In June 2010, El Dorado County received $4.21M in State Proposition 1B Local Street and Road, Congestion Relief, and Traffic Safety Program (Proposition 1B) funding from the 2009-10 allocation.  Over the past several years, various overlay and chip seal projects were programmed in the budget process to use Proposition 1B funds.  All funds from the 2009-10 allocation must be expended by June 30, 2013.  The Latrobe Road Overlay Project has $255,000 of Proposition 1B funds programmed for FY 2012-13.  Due to project delays, the overlay component of the project will not be completed by June 30, 2013.  The State procedures allow for the reallocation of funds between eligible projects.
Reason for Recommendation
The FY 2012/2013 Chip Seal Program is budgeted to use $309,000 of Road Fund monies.  Since road resurfacing is an eligible project under Proposition 1B, Transportation is proposing to reallocate the $255,000 of Proposition 1B funds from the Latrobe Road Overlay Project to the Chip Seal Program (road listing attached) and expending those funds prior to the June 30, 2013 deadline.  Regional Surface Transportation Program Funds (RSTP) are available to backfill the $255,000 Proposition 1B transfer. If approved, the change in project funding will be included in the 2013 Capital Improvement Program.
Action To Be Taken Following Approval
Transportation will file an amended spending plan with the State of California and will make the necessary changes in the 2013 Capital Improvement Program.
