Fiscal Impact/Change to Net County Cost
There is no change to net County Cost.  Capital improvement funding sources will be used to pay for work performed by Mr. Haynes.   It was originally anticipated that Mr. Haynes would provide approximately 200 hours of service at a cost of nearly $8,000.  In an expanded role, working on projects aside from the US Missouri Flat Interchange 1B project, it is anticipated that Mr. Haynes may work 686 additional hours this fiscal year at a cost of $29,500 and 960 in fiscal year 2013/2014 at a cost of $37,500.  
 
Background
On October 30, 2012, the Board approved the advanced step placement of Don Haynes at Step 5 of the salary range for the position of extra-help Associate Land Surveyor.  Mr. Haynes' assistance was required to complete work related to right of way engineering for the US 50 Missouri Flat Interchange 1B project.  Mr. Haynes performed right of way engineering work on the 1B project before he retired in September of 2008 and again in an extra help capacity from October of 2008 to December of 2009.  Since Mr. Haynes was the original surveyor assigned to the 1B project, it was more efficient and cost effective to have him complete the right of way engineering work and sign the Record of Survey rather than have a new surveyor review and recreate work already completed.
 
Reason for Recommendation
Mr. Haynes' work on the US 50 Missouri Flat Interchange Phase 1B project is nearing completion. There are other projects on which Mr. Haynes could provide assistance, including Diamond Springs Parkway, which is another project on which Mr. Haynes has worked in the past.  Transportation is proposing to expand Mr. Haynes' role to work on any project where his services are needed provided the funding is in place for the work.  His initial temporary assignment of six months lasts through May of 2013.  A one-time six-month extension will be requested of the Chief Administrative Officer as required by procedures governing extra help assignments.  This will allow him to work through November of 2013 on various capital projects as required.  This extension is requested instead of hiring another permanent Associate Land Surveyor because there is no indication that the long term workload can support two Associate Land Surveyors.  Given the limited grant funding and corresponding match funding available for projects and the current economic climate and economic forecasts, Transportation recommends that Mr. Haynes' extra help assignment be extended to address a short-term work load requirement.
 
Mr. Haynes has been working approximately thirty hours per pay period.  He will continue to work a part-time schedule to stay under the 960 hour maximum for CalPERS annuitants.  
 
Action(s) to be taken following Board approval
Mr. Haynes will be assigned survey work on projects other than US 50 Missouri Flat 1B.
