Title: Chief Administrative Office, Procurement and Contracts Division, recommending the Board consider the following: 1) Award Request for Proposals (RFP) 13-918-075 for a Certified Farmers' Market to Placerville-South Lake Tahoe-El Dorado Hills Certified Farmer's Market Association doing business as El Dorado County Certified Farmer's Market Association (EDCCFA), of Placerville, Ca.; and 2) Authorize the Purchasing Agent to execute a facility use agreement with the awarded proposer to conduct a Certified Farmers' Market at the County government center in the Main Library Parking lot at the corner of Fair Lane and Fairlane Court, subject to minor revision and approval by County Counsel and Risk Management.

Body
Staff in the Chief Administrative Office and Risk Management Division developed an idea to provide a farmers' market on County property to encourage wellness among County employees.  Pursuant to title 5 of the County ordinance code, Procurement and Contracts issued a request for proposals.  One qualifed response was received.  The recommended vendor has been initiating farmers' markets for 22 years and has five markets in the County in addition to the proposed market.   
 
The facility use agreement will specify the dates and hours of the market, currently proposed to be Fridays, June 14 through August 30, from 10:00 a.m. to 2:00 p.m., and the conditions on the use of the County property.  There is no cost to the County and there is no proposed fee to be paid by EDCCFA.
