Title
Health and Human Services Agency, Mental Health Division, recommending the Board:
1) Authorize the Chair to sign Agreement for Services 450-S1311 with North Valley Behavioral Health, LLC for the use of their psychiatric health facility services on an "as requested" basis, for the term July 1, 2013 through December 31, 2018, with a maximum obligation of $200,000 per fiscal year; and
2) Authorize the Purchasing Agent to execute further documents relating to the above noted Agreement, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
FUNDING: Federal and State funding.

There is no Net County Cost associated with this Agreement. Sufficient appropriations were submitted in the Fiscal Year 2013-14 Budget Request and will be included in future Budget Requests for the term of this Agreement.
Background
North Valley Behavioral Health (NVBH) is an acute care psychiatric health facility (PHF) located in Yuba City, California that is licensed by the State of California as a 16-bed PHF. NVBH provides services for County clients on an "as requested" basis, helping to ensure availability of services and supplementing the bed space available at the County PHF.
Reason for Recommendation
Approval of Agreement for Services 450-S1311 will help to ensure availability of PHF-related services for clients of the County on an "as requested" basis.
Action(s) to be taken following Board approval
1. Chair to sign two (2) original Agreements 450-S1311.
2. Clerk of the Board to return one (1) fully executed original Agreement to HHSA at 3057 Briw Road.
3. HHSA to distribute documents as appropriate.
