Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the Fiscal Year ("FY") 2012-13 budget, were submitted in the FY 2013-14 Budget Request, and will be included in future budgets for the term of the Agreement.
 
Background
Dignity Health Medical Foundation, through its Woodland facility, is one of very few facilities in California that offer both medical and mental health services in the same setting.  On March 8, 2013, the Purchasing Agent signed Agreement for Services 628-S1210, with a term of April 10, 2012 through April 9, 2013 and maximum obligation of $61,300, to reimburse Dignity for services provided during that period.  Since that time, the Health and Human Services Agency ("HHSA") received additional invoices for services provided in February 2012, requiring retroactive extension of the term to allow payment for services performed.  
 
On May 16, 2013, the County received a request for mental health services for a patient admitted to Barton Healthcare System.  Due to the specialized needs of this client requiring both medical and mental health services, HHSA worked directly with Dignity Health to obtain placement at the Woodland facility.
 
HHSA is recommending a retroactive term extension of Agreement 628-S1210 to include February 22, 2012 through June 30, 2015, and an increase in the annual compensation to $200,000 to ensure the availability of specialty services for future clients who require both medical and mental health care.
 
Reason for Recommendation
Approval of Amendment I to Agreement for Services 628-S1210 will allow HHSA to reimburse Dignity Health Medical Foundation for past services provided on behalf of HHSA and ensure the future availability of specialized medical/mental health services.
 
Action(s) to be taken following Board approval
1.      Chair to sign three (3) original Amendments I to Agreement for Services 628-S1210.
2.      Clerk of the Board to return two (2) fully executed original Amendments I to HHSA at 3057 Briw Road.
3.      HHSA to distribute documents as appropriate.
4.      County to reimburse Dignity Health Medical Foundation for approved services provided on behalf of HHSA in February 2012 and in May 2013.
