Fiscal Impact/Change to Net County Cost:
No fiscal impact or change to net County cost, as $90,000 was included in the proposed Probation Department budget for Fiscal Year (FY) 2013-14.

Background:
On November 1, 2011, at the request of the Probation Department, the Board of Supervisors entered into a contract with NMY & FS (Item #9) to provide for the mental health needs of minors (wards) housed for any period of time at Juvenile Hall pursuant to Title 15, California Code of Regulations, Standards for Juvenile Facilities. On October 30, 2012, at the request of the Probation Department, the Board of Supervisors signed the first amendment to Agreement 166-S1210 increasing the term by two additional years and changing the not to exceed amount to $270,000.

This contract has allowed for the expansion of counseling services in the Juvenile Hall to supplement Mental Health Services in order to meet the mental health standards as cited above. The funding provided for this contract with a non-profit agency will allow the delivery of the equivalent of one Full Time Equivalent (FTE) licensed therapist, the same which could not be afforded if provided by a county agency.
