Title: Community Development Agency, Transportation Division, recommending the Board adopt Resolution 094-2013 authorizing the Community Development Agency Director to order the temporary closure of the existing Sienna Ridge Drive (Old Bass Lake Road), for one hundred fifty (150) calendar days, including weekends and holidays, in order to detour traffic and to establish an alternate access route for traffic use during the time of temporary closure. Background
To effectively transition from the the existing roadway to the realigned Sienna Ridge Drive, approximately 1,150 feet of the northerly end of Sienna Ridge Drive shall be closed to allow for grading and construction of the new roadway and removal of the existing Sienna Ridge Drive.  Three homes currently utilize this roadway and the southerly access of Sienna Ridge Drive will remain open during the entire construction period.
 
Once this project is complete, the approximately 1,150 feet of the northerly portion of the existing Sienna Ridge Drive (Old Bass Lake Road) will be permanently vacated through a separate general roadway vacation process with subsequent Board action.
 
Reason for Recommendation
This project requires staged construction to facilitate grading, clearing and grubbing for the construction of approximately 1,300 linear feet of surface and underground roadway improvements, from the termination of Serrano Parkway to the connection of Old Bass Lake Road, now named Sienna Ridge Drive.  Work also includes certain surface and underground improvements to existing Bass Lake Road as well as the installation of a traffic signal at the intersection of Serrano Parkway/Sienna Ridge Drive and Bass Lake Road.  Underground improvements will include potable water, recycled water, storm drainage, sanitary sewer, and dry utilities.  Other work includes removal of approximately 1,150 feet of the northerly portion of existing Sienna Ridge Drive and placement of approximately 25,000 cubic yards of roadway excavation and all associated permanent and temporary erosion control measures along with other miscellaneous improvements.
 
Action(s) to be taken following Board approval
1. The Clerk of the Board will obtain the Chair's signature on the Resolution.
2. The Clerk of the Board will forward a fully executed copy of the Resolution to Transportation.
3. Transportation staff will forward the fully executed copy of the Resolution to Serrano Associates, LLC.
