No change.  These positions are funded by the County's Public Safety Realignment allocation for FY 2013/14.  The Health and Human Services Agency FY 2013/14 Recommended budget will be adjusted during the addenda process.
 
Background
Assembly Bill (AB) 109, 2011 Public Safety Realignment, implementation began on October 1, 2011.  Since 2011, the El Dorado County Community Corrections Partnership (CCP), a legislatively established planning committee for local justice realignment, has met and established annual plans and annual realignment budgets for approval by the Board of Supervisors.  The first year plan / budget (Fiscal Year 2011/2012) has been completed.  The "Second Year Plan" (Fiscal Year 2012 /2013) was approved by the Board of Supervisors on July 31, 2012 and the "Third Year Plan" (Fiscal Year 2013/2014) was approved by the Board of Supervisors on June 25, 2013.
 
The Public Safety Realignment Implementation Plan for Fiscal Year 2013/2014 includes a range of services from secure custody and enforcement through treatment and education to include the new Community Corrections Center (CCC) under the direction of the Chief Probation Officer and partner agencies. The CCC is anticipated to open in the first quarter of Fiscal Year 2013/2014. The goal of the plan is to ensure offender accountability and public safety, by best use of jail services, alternatives to custody, community supervision and treatment.
 
Reason for Recommendation
The resolution amends the County's Authorized Personnel Allocation to add 1.5 Program Assistant, 0.5 Public Health Nurse I/II and 4.0 Health Education Coordinator allocations for the Health and Human Services Agency in accordance with the El Dorado County Public Safety Realignment Implementation Plan "Third Year" FY 2013/2014.  The additional allocations are necessary to ensure service levels continue as the offender population impacted by AB 109 increases and to staff the new Community Corrections Center.
 
1.0 Mental Health Clinician and 0.5 Public Health Nurse I/II allocations for the Health and Human Services Agency were added to the County Authorized Personnel Allocation in FY 2012/2013 in accordance with the Public Safety Realignment Implementation Plan "Second Year" FY 2012/2013.
 
Action(s) to be taken following Board approval
1) The Chair shall sign the Resolution.
2) Human Resources will update HHSA's adopted personnel allocation for FY 2013/14. Human Resources and HHSA will open recruitments to fill the positions.
