Fiscal Impact/Change to Net County Cost
No change. The purchase of additional furniture for the expansion of the Psychiatric Health Facility is included in the Health and Human Agency's FY 2013/14 Recommended Budget. The Agency's Recommended Budget will be adjusted during the addenda process to add the four (4) tables to the fixed assets schedule as well as transfer existing appropriations from Services & Supplies to Fixed Assets.
Background
Currently the Psychiatric Health Facility (PHF) exceeds its ten (10) bed capacity nearly every day resulting in the placement of County residents into more expensive out-of-county facilities. These placements are not only costly, but also limit the County's ability to participate in quality discharge planning as the County is not part of the treatment team.
On December 11, 2012, the Board of Supervisors authorized the Director of the Health and Human Services Agency (HHSA), or designee, to apply to the California State Department of Social Services (CDSS) to increase the capacity of the PHF from a ten (10) bed facility to a sixteen (16) bed facility. On April 18, 2013, CDSS approved the start of project construction. On May 30, 2013, the County issued Request for Bid # 13-410-079 for Intensive Use - Behavioral Health Furniture. A site visit by CDSS is required for final approval once construction of the sixteen (16) bed facility is complete.
Reason for Recommendation
The results of Bid #13-410-079 identified the four (4) Category I bolt down tables with swivel chairs (3 plain top tables and 1 game top table) as having a unit price exceeding $1,500, which categorizes them as fixed assets. It is necessary to purchase these fixed assets before the formal adoption of the FY 2013-14 County Budget in order to continue progression of the PHF expansion in a timely manner as the delivery time is estimated to take 2 to 4 months.

Purchasing Agent to issue a purchase order for the purchase of the above fixed assets.
HHSA to complete the approved purchase.
