Background
Several counties, including Placer County, contract with the County of El Dorado for access to services in the psychiatric health facility ("PHF") for their residents who require short-term inpatient mental health services.  These agreements with other counties provide revenue to offset the fixed operational costs of the PHF.  On November 3, 2009, the Board of Supervisors approved a standard inter-County agreement template for PHF services (BOS File ID 09-1233 Item 7).  Agreement for Services 378-S1010 with Placer County for the provision of PHF services was executed by the Health Services Director on June 9, 2010.  On November 15, 2011, the Board of Supervisors approved Amendment I to Agreement for Services 378-S1010 increasing the maximum obligation of that Agreement to $32,000 for future fiscal years.  In fiscal year ("FY") 2012-13, Placer County notified the Health and Human Services Agency ("HHSA") that Placer County's usage in FY 2011-12 had exceeded the maximum obligation of the Agreement thereby rendering them unable to pay outstanding invoices, which resulted in this Amendment II to Agreement for Services 378-S1010.
Reason for Recommendation
Approval of this Amendment II to Agreement for Services 378-S1010 will allow Placer County to pay outstanding invoices and ensure sufficient appropriations in Placer County for future fiscal years usage of the PHF.
Action(s) to be taken following Board approval
1) Chair to sign two (2) original Amendments II to Agreement for Services 378-S1010.
2) Clerk of the Board to return one (1) fully executed original Amendment II to HHSA at 3057 Briw Road.
3) HHSA to distribute documents as appropriate.
4) Chief Administrative Officer or their designee to execute further documents relating to Agreement for Services 378-S1010, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement, as applicable.
