No Change to Net County Cost. The funding for the BearCat will come from the State and Federal asset forfeiture programs. This funding will be included at Addenda.  The Sheriff's Office receives qualifying asset forfeiture funds through joint investigations with state and federal agencies.  The goal of asset forfeiture is to remove the profits from those who benefit from the illegal drug trade.  Asset forfeiture funds are used for specific law enforcement purposes generally focused on officer safety and equipment.
 
Background
 
On February 26, 2012, the Board approved the sole source purchase of a Lenco Armored Rescue Vehicle, AKA BearCat, in an amount not to exceed $291,399.12.  The Sheriff's office ordered the vehicle and the vehicle is now ready to be delivered to the County.  This vehicle was not included on the FY 13-14 fixed asset list due to the fact that the purchase was approved in FY 12/13.    The Sheriff is requesting that the Board approve the addition of the fixed asset purchase in FY 13-14.  
 
The vehicle will be used by the Sheriff's SWAT Team.  The team is a highly trained tactical unit that responds to many high-risk search warrants and other high-risk incidents such as hostage situations, barricade situations, high-risk apprehension, and extraordinary or potentially dangerous narcotic situations where the criminals involved may, and have in the past, possessed high caliber assault rifles.  The SWAT Team utilizes high tech weapons and advanced tactics to neutralize threats, rescue victims, and apprehend violent and dangerous criminals.
A ballistic armored vehicle is a necessary component of a SWAT Team.  The purchase of the BearCat ensures the protection of deputies and citizens during incidents involving gunfire and other emergency situations.  The BearCat will provide the SWAT Team ample protection due to its unique design and specifications that are engineered to withstand an assault and gunfire.  The BearCat can respond to critical incidents when mutual aid is requested providing enhanced protection throughout El Dorado County, and the State of California.
Reason for Recommendation
Approval of this request will enable the Sheriff's Office to take delivery and process the invoice for payment from the sole source vendor, Lenco.
