Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the Fiscal Year ("FY") 2010-11, 2011-12, and 2012-13 budgets.  Sufficient appropriations were submitted in the FY 2013-14 Budget Request and will be included in Budget Requests for each subsequent year of this Agreement.
 
Background
On October 4, 2010, the Purchasing Agent executed Agreement 050-S1111 in the amount of $58,500 with a term of July 1, 2010 to June 30, 2011.  On June 28, 2011, the Board of Supervisors approved Amendment I, extending the term to June 30, 2012 and increasing the compensation by $126,500 to $185,000.  On November 6, 2012, the Board of Supervisors approved Amendment II extending the term through June 30, 2013 and increasing the compensation by $100,000 to $285,000.  
 
Victor Treatment Centers, Inc. is one of several residential treatment facilities with whom the County contracts to provide mental health services in varying levels of acuity for minors with serious emotional problems.  The County does not have a residential treatment facility for minors, and must contract for these services.
 
This Amendment III to Agreement for Services 050-S1111 was prepared in May 2013; however, negotiations with the Contractor were not finalized until early July, at which time the Health and Human Services Agency ("HHSA") immediately scheduled this item for the next available Board date.
 
Reason for Recommendation
Approval of this Amendment III to Agreement for Services 050-S1111 will help ensure continuing availability of residential treatment services for minors with serious emotional problems on an "as requested" basis.
 
Action(s) to be taken following Board approval
1) Chair to sign two (2) original Amendments III to Agreement for Services 050-S1111.
2) Clerk of the Board to return one (1) fully executed original Amendment III to HHSA at 3057 Briw Road.
3) HHSA to distribute documents as appropriate.
4) Chief Administrative Officer or their designee to execute further documents relating to Agreement for Services 050-S1111, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement, as applicable.
