Procurement and Contracts has been advised that funding is available within the HHSA's budget.
 
Reason for Recommendation  
At the request of the HHSA, the Procurement and Contracts division issued a RFP for Weatherization Services.  
 
The Services to be provided shall include, but not be limited to, the following:
 
Services and activities described herein shall be made to the low-income community with the applicable service area throughout the entire term of the contract unless otherwise specified in any final contract(s) with the County.  The highest energy costs or needs in relation to income, and the services and activities funded by said contract shall also meet all other assurances specified at 42 USC §8624.  
 
A.      HVAC - Heating, Venting, and Air Conditioning:  Services associated with the Weatherization Program including diagnosis, repair, and replacement of appliances listed under "C" below, cooling sources, heating sources, and hot water heaters.  This does not include the combustion appliance safety test (CAS) and the Blower Door/Duct Blaster pressure diagnostics, which are performed by County.  The contractors are required to perform an ORSAT test on all combustion appliances that are worked on to insure that they are operating per manufacturer specifications and are safe.
 
B.      Weatherization and Emergency Heating and Cooling Service Activities:

C.      Potential Service Areas by Zip Code:  Services may be required to be provided in the following zip code areas.  It is expected that Proposers understand and acknowledge that the vendors the County ultimately chooses to contract with shall be willing to accept all assignments, regardless of size, scope, or location, that they shall provide all equipment  necessary to perform the required assignment, that all services will be provided in the timeframe established by County, and that they must administer, document, invoice, and report to HHSA on County-assigned  weatherization activities in compliance with County, Department of Energy Weatherization Assistance Program, and LIHEAP tracking and reporting requirements.

All services and activities are to be provided in accordance with all applicable Federal, State, local, and municipal  laws, codes, and regulations and, as those laws may be amended from time to time, including  but not limited to the following:
 
·      The Low-Income Home Energy Assistance Program Act of 1981,42 USC Section 8621 et seq., and 45 Code of Federal Regulations (CFR) part 96;
·      California Government  Code Section 16367.5 et seq., as amended, and Title 22, California Code of Regulations (CCR) Section 100800 et seq.;
·      The Single Audit Act, 31 USC Section 7301 Et Seq., and Office of Management  and Budget (OMB) Circular A-133 and its appendices and supplements;
·      CA Department of Community Services & Development Weatherization  Installation Standards (WIS).
 
Action to be taken following Board approval
Following Board approval, HHSA to develop agreements for services with the following three vendors for the term and amount as detailed below and return each vendor-executed agreement to the Clerk of the Board for County execution by the Chair of the Board of Supervisors:
 
1.  Conforti Plumbing of Placerville, CA $100,000 for five (5) years
2.  Jonas Heating and Cooling of El Dorado, CA $200,000 for five (5) years
3.  Ski Air of Placerville, CA $200,000 for five (5) years
