Fiscal Impact/Change to Net County Cost
No change. There is no cost associated with the resolution. The application fee payable to the California Department of Social Services is $275.00 and sufficient appropriations are included in the Agency's FY 2013-14 Recommended Budget for this expense.

Background
On June 25, 2013, the Board of Supervisors authorized the Interim Director of the Health and Human Services Agency (HHSA) to implement a Senior Day Care Satellite Center at 990 Lassen Way, El Dorado Hills, California, approved a general fund increase of no more than $265,000 in Fiscal Year 2013-14 in order to purchase necessary equipment, supplies and additional staffing costs to prepare for 24 clients, and instructed the Chief Administrative Officer and HHSA to include the necessary changes to revenues and appropriations, as well as changes to the personnel allocation, in the budget addenda process.

Reason for Recommendation
A Board resolution is required as part of the application packet for a facility license. The resolution must include authorization to apply for a license and identify the person authorized and delegated by the Board to sign and act on behalf of the organization.
