No change.  Sufficient funding is included in the Agency's Fiscal Year ("FY") 2013-14 Recommended Budget for the provision of Low-Income Home Energy Assistance Program ("LIHEAP") services.  El Dorado County has received this LIHEAP grant allocation since the early 1980's and this revenue source is expected to continue.
Background  
On March 5, 2013, the Board adopted Resolution No 023-2013 authorizing the execution of Agreement 13B-5007 with the California Department of Community Services and Development ("CSD") in the amount of $904,435 for the period January 1, 2013 through January 30, 2014.  The LIHEAP service area under Agreement 13B-5007 includes El Dorado and Alpine counties as designated by CSD.
 
Reason for Recommendation
Amendment 1 to Agreement 13B-5007 allocates an additional $136,296 which consists of $105,990 for the provision of energy services and $30,306 for the provision of weatherization services to residents of El Dorado and Alpine counties.  Amendment 1 to Agreement 13B-5007 also revises Exhibits B, F, and G to comply with current State policies and requirements.  LIHEAP services have historically been in great demand in the both counties and high-energy costs render them even more critical to the many frail, vulnerable residents who are on fixed incomes.

1.Two (2) certified resolutions.
2.Two (2) certified minute orders.
3.Two (2) originals of Amendment 1 to Agreement 13B-5007 signed by the Chair.
