FUNDING: Funded with a blend of Federal and State funds (85%) with County share of cost or required match (15%) met primarily with realignment resources.

No change.  Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County Budget Requests.
 
Background  
Health and Human Services Agency ("HHSA") is responsible for the administration and provision of Child Welfare Services, which frequently involves the emergency removal of children from an unsafe situation or environment and is often followed by Court-ordered foster care placement to ensure the ongoing safety of the children.  Under certain circumstances, voluntary placement of children may occur at the request of the parent(s) for a specified period of time.  HHSA currently maintains multiple, no stated end term contracts, for the purchase of emergency shelter and foster care placement services to ensure the placement of children in the most appropriate location and environment.  
 
Reason for Recommendation
The Health and Human Services Agency believes it is prudent to continue to expand their list of contracted vendors to ensure their continued ability to meet various mandated requirements in a timely manner, including the most appropriate placement of at-risk children.  Agreement for Services 633-S1211 for emergency shelter care and/or foster care placement services is with Greenacre Homes, Inc.  The County's Probation Department is a party to this Agreement and is authorized to place children at this facility.
 
Action(s) to be taken following Board approval
1) Chair to sign two (2) originals of Agreement for Services 644-S1211.
2) Board Clerk's Office to return one (1) original Agreement to HHSA at Briw Road.
3) HHSA to distribute as appropriate.
