No change. These positions are funded by the County's FY 2013-14 allocation from the California Department of Social Services for the implementation of the Affordable Care Act. The Health and Human Services Agency's FY 2013-14 Recommended budget will be adjusted during the addenda process to add this funding.

Background
In March 2010, President Obama signed the Patient Protection and Affordable Care Act (ACA) into law. Beginning Oct. 1, 2013, open enrollment begins allowing individuals to select a health care plan that meets their needs. On July 3, 2013, the California Department of Social Services notified counties of the allocation of additional funding for the Medi-Cal administration for the implementation of the federal ACA during FY 2013-14.

Reason for Recommendation
The Health and Human Services Agency is expecting an increase of new enrollees into ACA healthcare programs and is recommending the addition of 3.0 FTEs to ensure the County is fully staffed and prepared for open enrollment beginning October 1, 2013. The resolution amends the County's Authorized Personnel Allocation to add 3.0 Eligibility Worker I/II/III allocations for the Health and Human Services Agency.
