Title
Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Authorize the Chair to sign Amendment I to Agreement for Services 065-S1310 with LocumTenens.com, LLC, for access to medical practitioners for the provision of mental health services, increasing the maximum contractual obligation by $399,456 to $460,800 and with no change to the term of August 6, 2012 through August 5, 2015; and
2) Authorize the Chief Administrative Officer or their designee to execute further documents relating to Agreement for Services 065-S1310, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
FUNDING: Federal and State funding.

Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement. Sufficient appropriations were included in the FY 2013-14 Budget Request, and will be included in subsequent Budget Requests for the term of the Agreement.
Background
On August 6, 2012, the original Agreement was approved by the Purchasing Agent in the amount of $61,344, with a term effective on signature through August 5, 2015.
LocumTenens.com, LLC provides access to medical practitioners on an "as requested" basis to provide supplemental psychiatric services. The County has been unsuccessful in recruiting permanent part- or full-time psychiatrists despite long-term and continuous recruitment processes. LocumTenens.com has been successfully providing supplemental psychiatrist staffing on an "as requested" basis during the term of this Agreement. In accordance with the terms and conditions of Agreement for Services 065-S1310, if the County hires a psychiatrist referred by LocumTenens.com, the County would be required to pay a placement fee equal to not more than four times the weekly pay of said referred psychiatrist.
The Health and Human Services Agency ("HHSA") continues to experience reduction in psychiatrist staff as well as difficulty locating and hiring permanent psychiatrists and is therefore amending Agreement for Services 065-S1310 with LocumTenens.com, increasing the available contractual amount to allow for expanded use of their supplemental psychiatrist staffing services. Successful recruitment of permanent part- or full-time psychiatric staff would reduce or eliminate the need for this Agreement.
Reason for Recommendation
Approval of Amendment I to Agreement for Services 065-S1310 will help ensure availability of supplemental psychiatrist staffing while HHSA continues ongoing recruitment to fill permanent part- or full-time positions.
Action(s) to be taken following Board approval
1) Chair to sign two (2) original Amendments I to Agreement for Services 065-S1310.
2) Clerk of the Board to return one (1) fully executed original Amendment I to HHSA at 3057 Briw Road.
3) HHSA to distribute documents as appropriate.
