Title
Health and Human Services Agency recommending the Board consider the following:
1) Authorize the Chair to sign retroactive Amendment I to Agreement 500-S1210 with Michael Lin, M.D., for the provision of psychiatric services on an "as requested" basis, extending the term of the Agreement through March 31, 2015, and increasing the maximum obligation of the Agreement by $70,000, to $250,000; and
2) Authorize the Chief Administrative Officer or their designee to execute further documents relating to Agreement for Services 500-S1210, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.

Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this Agreement. Sufficient appropriations were included in the FY 2013-14 Budget Request, and will be included in subsequent Budget Requests for the term of the Agreement.
Background
On June 12, 2012, the Board of Supervisors executed Agreement 500-S1211 for the provision of psychiatric services on an "as requested" basis, with a term of July 1, 2012 through June 30, 2013 and a maximum obligation of $180,000.
Amendment I was prepared in April and revised in June to update language to ensure standardization of processes with regard to contracted psychiatrist services. Upon final acceptance of the updated language, Amendment I to Agreement for Services 500-S1210 was immediately submitted for the next available Board Agenda.
Reason for Recommendation
Despite continuous recruitment efforts, the Health and Human Services Agency ("HHSA") is unable to recruit qualified, permanent psychiatrists creating a gap in essential services. Approval of this Amendment I to Agreement 500-S1211 will help ensure availability of psychiatric services for clients of the County.
Action(s) to be taken following Board approval
1) Chair to sign two (2) original Amendments I to Agreement 500-S1211.
2) Board Clerk's Office to return one (1) signed original Amendment I to Agreement 500-S1211 to HHSA at 3057 Briw Road.
