Action on this agenda item will not obligate the County to any costs; obligation would occur upon award of the consulting contract.  The current estimated cost for the 2013 Airport Layout Plan with Program Narrative Report (Project) is $75,000.  The Federal Aviation Administration's (FAA) Grant Offer Agreement (Agreement) will fund $67,500 (90% of the Project's cost) with the remaining $7,500 (10% match) from the Accumulated Capital Outlay Fund.     
 
Background
On December 6, 2012 the County met with the FAA Airport Improvement Program staff to review the County's airport improvement program for the next five years.  During that meeting, FAA program staff informed the County that before the FAA could approve any additional projects at Georgetown Airport, the County would have to complete the proposed Project to evaluate and update the existing Airport Layout Plan (ALP).  On July 16, 2013 the Community Development Agency, Administration and Finance Division (Division) staff submitted an application to the FAA for this Project.  The FAA reviewed and approved the application and a Grant Offer Agreement is being processed for the County to review, approve and execute.  
 
Reason for Recommendation
The Georgetown Airport serves the general aviation needs of Georgetown and the surrounding unincorporated area of EI Dorado County.  Several construction projects have been completed at this airport with Federal aid under the FAA Airport Capital Improvement Program.
 
The most recent Airport Layout Plan (ALP) for Georgetown Airport was updated in 2007.  It is proposed in this Project to evaluate the existing ALP and provide any additions and modifications necessary and to provide a detailed Program Narrative Report for the updated plan.  The purpose of this study is to provide appropriate criteria and guidelines for future development of the airport so as to satisfy aviation demands of short, medium and long-range projections that are compatible with community development and satisfy the FAA requirement, resulting in additional projects being considered for construction at Georgetown Airport.
 
The FAA requires that the Agreement be returned fully-executed no later than one week after receipt.  The Agreement is being sent from Washington, D.C. and at the time of writing this agenda item, the FAA has not provided a draft Agreement for attachment.  Last year's Agreement is attached for reference.  Staff anticipates the new Agreement will be very similiar to the prior year's document.
 
Action(s) to be taken following Board approval
1. Acting Community Development Agency Director will sign two (2) originals of the Agreement, subsequent to County Counsel review and approval.
2. The Division will forward the two (2) originals of the Agreement to the FAA for signature.
3. The Division will forward one fully-executed original to the Clerk of the Board for its files.
