Title: Health and Human Services Agency, Community Services Division, recommending the Board adopt Resolution 135-2013, thereby: 1) Authorizing the Chair to sign Amendment 1 to Agreement A3-1314-29 with the California Department of Aging to increase the total Agreement amount by $10,999, from $203,445 to $214,444, for the provision of Older Americans Act Title III/VII senior services during the term July 1, 2013 through September 30, 2013; and 2) Authorizing the Chief Administrative Officer, or designee, to execute any future amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the total dollar amount or the term, and further authorize the Director of the Health and Human Services Agency, or designee, to continue to administer Agreement A3-1314-29 and execute any subsequent documents relating to the administration of said Agreement including required fiscal and programmatic reports. Fiscal Impact/Change to Net County Cost
No change.  The amount payable by the State to the County of El Dorado under this Agreement is $214,444.  The required match percentages for programs funded by this Agreement remain consistent.  This funding is included in the Agency's FY 2013-14 Recommended Budget.
 
Background
On June 19, 2013, the California Department of Aging (CDA) released Program Memo PM 13-06(P) notifying Area Agencies on Aging that the FY 2013-14 agreement for Title III/VII senior services would be broken into two separate agreements to realize Sequester savings within the Federal Fiscal Year.  CDA has released a three-month agreement for the period of 7/1/13 through 9/30/13 and a nine-month agreement for the period of 10/1/13 through 6/30/14.  On August 20, 2013 the Board adopted Resolution No. 124-2013 authorizing the execution of Agreement A3-1314-29 in the amount of $203,445 for provision of Older Americans Act Title III and Title VII senior services during the term July 1, 2013 through September 30, 2013.
 
Reason for Recommendation
Due to the reallocation of unexpended FY 2012-13 federal funds and initial transfers CDA has offered to the County of El Dorado Amendment 1 to Agreement A3-1314-29 which allocates an additional $10,999 in one-time-only funding for the provision of Older Americans Act senior services during the term of July 1, 2013 through September 30, 2013.  Amendment 1 to Agreement A3-1314-29 was received from CDA on August 27, 2013 and must be fully executed before September 30, 2013 to receive this one-time-only funding.  
 
Older Americans Act Title III and Title VII senior services, which includes programs such as senior nutrition, long-term care ombudsman, family caregiver support program, and senior legal services, are designed to improve the lives of seniors age 60 and over and eligible disabled or at-risk adults residing in the County to help them remain independent to the extent possible.  
 
Action(s) to be taken following Board approval
Board Clerk to provide Health and Human Services at Briw Road with:
1) Two (2) certified resolutions; and
2) Four (4) copies of Amendment 1 to Agreement A3-1314-29 signed by the Chair.
 
Health and Human Services to distribute as appropriate and return one (1) fully executed original of Amendment 1 to Agreement A3-1314-29 to the Board Clerk.
