Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this agenda item.  The Transportation Division (Transportation) programmed $300,000 of the CTA 12 022 grant funds within the 2013 Capital Improvement Program (CIP) as part of the Tahoe Environmental Improvement Program section and within the Fiscal Year (FY) 13/14 budget and will program the remaining $50,000 in the subsequent FY 14/15 budget.

Background
At the June 18, 2013 Board of Supervisors (Board) meeting, the Board adopted Resolution 076-2013 to support the request for Transportation regarding site improvement grant funding from the California Tahoe Conservancy (CTC) related to the Tahoe Basin Environmental Improvement Program stating that the County supports the assurances of the Program; the County agrees to implement the Project in a manner consistent with the Program's objectives; the County agrees to manage and maintain the project over its twenty (20) year life; and the County supports the request to the CTC for funding the proposed work in the Tahoe Basin.  Pursuant to this adoption, Transportation submitted a Site Improvement grant request to the CTC for the Sawmill 2B Bike Path and Erosion Control Project (Project) (CIP No. 95192) in the amount of $350,000.  The CTC Governing Board approved the Site Improvement Grant Agreement CTA 12 022 (Agreement) requested for the Project at its June 20, 2013 meeting.  The following is a brief synopsis of the Project:

This Project area is located in Meyers, between U.S. Highway 50 and the Echo View Estates subdivision, along the west and southern side of Sawmill Road, El Dorado County, including public and privately owned parcels and the County's Right-of-Way on Sawmill Road.  In 2012, County constructed the Sawmill 2A Bike Path and Erosion Control Project, which began at the intersection of Lake Tahoe Boulevard and Sawmill Road and ended at the Echo View Estates subdivision.  The proposed Project will continue the path from the subdivision along the east and southern side of Sawmill Road to U.S. Highway 50, where it will connect to the bike path bridge to Meyers crossing the Upper Truckee River.  That bridge was the terminus of the Sawmill 1 Bike Path Project that extended the Pat Lowe Memorial Bike Path in Meyers (built in the early 1990s) an additional 1.7 miles.  This Project and the eventual construction of the path parallel to Lake Tahoe Boulevard will complete the bike trail network between the community of Meyers and the City of South Lake Tahoe.

Reason for Recommendation
This recommended action will allow Transportation to receive $350,000 of State revenue through the CTC, which was programmed within the 2013 CIP Budget for the construction and related construction management activities for the Sawmill 2B Bike Path and Erosion Control Project.

Action(s) to be taken following Board approval
1. The Clerk of the Board will obtain the Chair's signature on the five originals of the subject grant Agreement.
2. The Clerk of the Board will return all five partially executed original sets and a certified copy of the Minute Order to Transportation for CTC review and approval.

Action to be taken by Transportation following Board approval:
1. Upon receiving the fully executed Agreement from the CTC, Transportation will forward an original to the Clerk of the Board's office and retain a copy for its files.
