Fiscal Impact/Change to Net County Cost
There is neither remuneration nor Net County Cost associated with these Agreements.  
 
Background
Through funding provided by Proposition 1D in 2006, the Regents of the University of California ("Regents"), University of California Davis Health System, was able to loan telemedicine equipment to the County, thereby allowing a high-tech approach to the provision of Mental Health services for clients in the remote areas of the County.  Use of the telemedicine equipment allowed the Health and Human Services Agency, Mental Health Division to provide direct clinical and specialty care to clients without the clients having to leave their community.
 
The Board of Supervisors approved non-financial Agreements 606-M1210 and 607-M1210 with the Regents on May 3, 2011 via Board Item 6, for the loan of telemedicine equipment for use in the Mental Health Offices in Placerville and South Lake Tahoe.  On July 24, 2012, the Board approved Amendment I to each Agreement, updating the location of said equipment, via Board Item 7.
 
At this time, the Regents wish to terminate Agreement 606-M1210 and Agreement 607-M1210, effective September 30, 2013, thereby relinquishing ownership of the telemedicine equipment to the County of El Dorado.  At the recommendation of the Information Technologies Department, HHSA is soliciting quotes for maintenance on this equipment.
 
Reason for Recommendation
Approval of Amendment II to Agreement 606-M1210, and Amendment II to Agreement 607-M1210 will allow the Regents to relinquish ownership of telemedicine equipment loaned to the County via the aforementioned Agreements, thereby allowing the County's continued use of the telemedicine equipment for the provision of Mental Health services to clients in remote communities within the County.
 
Action(s) to be taken following Board approval
1. Chair to sign two (2) original Amendments II to Agreement for Services 606-M1210 and two (2) original Amendments II to Agreement for Services 607-M1210.
2. Clerk of the Board to return two (2) signed original Amendments II of each Agreement to HHSA at 3057 Briw Road.
3. HHSA to submit all signed originals to the Regents for final execution and, upon receipt of fully executed documents, provide originals to the Board Clerk's Office.
