Chief Administrative Office, Housing Community and Economic Development Program, recommending the Board of Supervisors:
1) Accept the 2012 Continuum of Care Program Grant in the amount of $13,339;
2) Approve Grant Agreement No. CA0318L9T251204 with the U.S. Department of Housing and Urban Development and authorize the Director of Health and Human Services Agency, or successor, to sign and submit the Grant Agreement; and
3) Authorize the Assistant Chief Administrative Officer, or successor, to execute all other documents required by the U.S. Department of Housing and Urban Development to transfer the grant from the County to The Center for Violence Free-Relationships, contingent upon approval by County Counsel.
FUNDING: Federal funds of $13,339 with a commitment of cash and in-kind match of up to $8,898 from The Center for Violence-Free Relationships.

Grant funds in the amount of $13,339 will be transferred to the Center for Violence-Free Relationships, El Dorado County Continuum of Care Lead Agency Coalition member. The Center has committed up to $8,898 to meet the required grant match.
Background
The El Dorado County Continuum of Care (CoC) was formed as a collaborative effort to address the needs of the homeless population in El Dorado County and the funding constraints of community-based, non-profit and faith-based organizations that serve homeless populations. This collaboration is used to obtain and share information, provide community education and to work collectively on problems and solutions relative to homelessness. In 2007, the U.S. Department of Housing and Urban Development (HUD) authorized the El Dorado County Public Housing Authority to be the lead organization for CoC activities. In 2012, CoC leadership was transferred by a vote of the CoC membership to a coalition of member agencies and a citizen representative.
HUD requires CoC jurisdictions to implement a Homeless Management Information System (HMIS) for data collection to identify the unmet needs of the homeless population within the jurisdiction. To meet this requirement, on June 12, 2007, the Board of Supervisors approved the submittal of an application to HUD to receive a three-year grant of up to $40,016 under the Continuum of Care Homeless Assistance Programs Supportive Housing Program (SHP) allocation for the purposes of purchasing and implementing an HMIS program. A one-year grant of $13,339 was subsequently awarded on December 21, 2007, with one-year renewals of $13,339 in 2008, 2009 and 2011. Due to the delay in receiving the original 2007 grant, no 2010 renewal grant was required by HUD to continue operations. The 2012 application requested a renewal grant in the amount of $13,339, the funding for which would be available from August 1, 2013 through July 31, 2014.
Because the 2011 SHP grant was awarded by HUD to the County for implementation of the HMIS, the County is the entity that applied for and must accept the 2012 HMIS renewal grant. Once the grant is accepted, the County will work with HUD to transfer HMIS responsibility and funding to The Center for Violence-Free Relationships (The Center), a CoC Lead Agency Coalition member, effective with the new grant term. The Center will enter into agreements directly with HUD and the HMIS software provider. A letter of commitment of required match funds from The Center was submitted with the grant application.
On September 4, 2012 (item # 5), the Board of Supervisors gave conceptual approval for submittal of the HMIS renewal and expansion grant applications under the 2012 Notice of Funding Availability for the Continuum of Care Homeless Assistance Programs Supportive Housing Program in an amount up to $26,678.
On January 8, 2013 (item # 16), the Board of Supervisors approved Resolution 02-2013 and the applications for renewal and expansion of the HMIS funding; authorized the Director of the Health and Humans Services Agency, or successor, to execute the grant documents, contingent upon County Counsel approval; and authorized the Health and Human Services Agency to seek approval from HUD to transfer the grant funding to The Center, and execute transfer documents, contingent upon County Counsel approval.
Reason for Recommendation
HUD notified the County of the renewal grant award on September 3, 2013, and requested executed documents within a short time frame. The renewal funding is necessary to meet HUD requirements for the ongoing administration and maintenance of the HMIS program. The expansion grant application was not funded. Although the Board previously approved Resolution 02-2013 authorizing the Director of the Health and Human Services Agency to apply for HMIS grant renewals and execute all necessary grant agreements and related documents, this matter is brought before the Board to ensure compliance with recent revisions to Board Policy B-6 regarding grant application, award and contract delegation authority.
Action to be taken following Board approval:
1) Health and Human Services Agency to execute the Homeless Management Information System grant agreement and any amendments thereto that do not affect the dollar amount or the term and all other documents required by HUD for participation in the Continuum of Care Homeless Assistance Programs, and to take other actions necessary to facilitate same; and 2) Chief Administrative Office to execute, contingent upon approval by County Counsel and Risk Management, all documents required by HUD to transfer the grant to The Center for Violence Free-Relationships.
