Title: Probation Department recommending the Board authorize the Chair to sign Amendment III to Agreement 180-S1110 with Northpointe, Inc. to add access to the Correctional Offender Management Profiling for Alternative Sanctions (COMPAS). COMPAS Youth and Case Plan module provide "as-requested" training for use of module access and user license fees of the web-based assessment software, including annual maintenance and support. This amendment will add $25,000 to the current agreement of $60,500 for a total not to exceed amount of $85,500 for the remainder of the contract which expires April 30, 2014. FUNDING: General Fund.

Background:
Over the last several years the probation profession has been progressing towards evidence based practices (EBP) as the standard for programs and services. The Probation Department has engaged the services of Northpointe for the adult risk/needs assessments using COMPAS to meet state requirements for the implementation of EBP. The Probation Department is now in the process of implementing EBP for the juvenile probation population as mandated by the juvenile court. Northpointe's COMPAS Youth module is an evidence based assessment tool specific for juvenile delinquents. COMPAS Youth meets the stated desire of the juvenile court to refer juvenile offenders to appropriate services based on EBP.      
 
Reason for Recommendation:
COMPAS Youth is recommended as an appropriate EBP assessment tool to complement the current EBP program being used by the Probation Department for assessing the adult probation population.   
 
Action to be taken following Board approval:
1.  Chair shall sign two originals of Agreement 180-S1110, AMDT III
2.  Clerk of the Board shall return one original Agreement to Probation for distribution to Northpointe, Inc.  
3.  Probation shall forward the original to Northpointe, Inc. with a copy of the executed agreement forwarded to Procurements and Contracts.
