Clerk of the Board recommending the Board consider the following regarding the First 5 El Dorado, Children and Families Commission:
1) Ratify the amended commission Bylaws as adopted by the Commission on May 13, 2013;
2) Approve the First 5 Strategic Plan for submission to the State Commission; and
3) Provide direction to staff regarding appointments to the First 5 Commission.

Background:
First 5 Bylaws
First 5 El Dorado Children and Families Commission is established by Ordinance 4514 (Chapter 8.65 of the County Code), consistent with CA Health and Safety Code 130140 (a) (1). As required by local ordinance (8.65.070 Bylaws) states, in part, “The Commission shall adopt and amend bylaws subject to the prior approval of the Board of Supervisors."

Attached please find copies of the bylaws revisions approved by the Commission at the May 13, 2013 meeting indicating new language in items Article IV Sections D and E summarized below:

D. Members shall serve for terms of three years and until his/her successor is appointed by the Board of Supervisors. There is no limit to the number of terms an appointed Commission member may serve.
E. All members of the Commission are expected to regularly attend meetings of the Commission. A failure by any member to attend three (3) regular meetings of the Commission in a twelve (12) month period shall cause the Commission seat to be declared vacant. A letter shall be issued to the Board of Supervisors informing them of the vacancy.

First 5 Strategic Plan
Pertaining to the First 5 Strategic Plan, Article XI Section B(6) of the revised Bylaws and local ordinance (8.65.080 Section F) state, “The proposed Plan, and any subsequent revisions to the Plan, shall be submitted to the Board of Supervisors for approval prior to submission to the State Commission.” Upon review and comment, the Strategic Plan update with be submitted to the First 5 California Commission as required by ordinance.
