Background
The County of El Dorado operates a Psychiatric Health Facility (“PHF”) providing services in accordance with Title 9, California Code of Regulations Section 1810.236 - 1810.237. Several counties contract with the County of El Dorado for access to these services for their residents who require short-term inpatient mental health services on an “as requested” basis. These agreements with other counties provide revenue to offset the fixed operational costs (required staffing levels and facility costs) of the County’s PHF.
On November 3, 2009, the Board of Supervisors authorized the Health Services Director to execute revenue-generating agreements on behalf of the County with other agencies for the provision of acute inpatient psychiatric treatment for individuals referred by those agencies to the County’s PHF, contingent upon approval by County Counsel and Risk Management (BOS File ID 09-1233 Item 7). In January 2013, a County of Solano (“Solano”) client was accepted on an emergency basis into the County of El Dorado PHF. Solano presented a contract for the required services in January 2013, and since that time the County of El Dorado has been negotiating terms and conditions with Solano and recently reached agreement on mutually acceptable language. The final version is now being presented to the Board for approval.
