Procurement and Contracts has been advised that funding is available as follows:
 
Mental Health Services Act (MHSA) Fund is 100% State funding.
 
Background
On July 23, 2013, the Board authorized implementation of the FY 2012-13 MHSA Plan Update and authorized continuation of the County's MHSA programs as identified in said MHSA Plan Update until the FY 2013-14 MHSA Plan is presented to and approved by the Board (File ID 13-0795). Included in the approved FY 2012-13 MHSA Plan Update and the Proposed FY 2013-14 MHSA Plan is the "Latino Outreach" project.  In South Lake Tahoe, the program has been provided by the South Lake Tahoe Family Resource Center for the South Lake Tahoe area since 2008.  On the West Slope, a new provider was to be identified through a competitive procurement process due to the closure of Family Connections in 2013.  
 
The Latino Outreach project is a highly effective and culturally specific intervention strategy program utilizing the Promotora model, and provides outreach, engagement, and early intervention services. The program reduces barriers to mental health care access while decreasing the health disparities experienced by the Latino population.  On the West Slope, the program is focused on connecting the Latino population with needed services.
 
Reason for Recommendation
At the request of Health & Human Services Agency (HHSA), the Procurement and Contracts Division issued a Request for Proposal for MHSA Latino Outreach Services on the Western Slope.  This program provides services to outreach, engage and provide bilingual/bicultural support and services to the Latino community in the Western Slope region of El Dorado County.
 
One proposal response was received from New Morning Youth and Family Services and this response was evaluated from staff within the Health & Human Services Agency, the Mental Health Commission, and the National Alliance for Mental Illness on the basis of Project Summary, Agency Background Information and Direct Services Provided, Program Design, Collaboration, Data Tracking and Reporting, and Program Budget. New Morning Youth and Family Services proposal meets the needs of the County.
 
Action(s) to be taken following Board approval
Following Board approval, the Health & Human Service Agency will process an agreement for New Morning Youth and Family Services for a not to exceed amount of $277,000.00 for FY 2013-14 through FY 2015-16 subject to review, revisions and approval by County Counsel and Risk Management.
