Background
County Personnel Policy No. 6, dated September 1, 1992, establishes a process by which the compensation for an elected department head is determined periodically in order to attract and retaining the most qualified people for County elective office and reduce any barriers to qualified individuals seeking office.
 
This policy provides that elected department heads shall be entitled to the same benefits and entitlements provided to appointed department heads including cost of living increases, longevity pay and any other benefit provided to all appointed department heads.
 
Reason for Recommendation
On November 5, 2013, the Board directed staff to return to the Board with proposed changes to the compensation structure of Elected Department Heads and expressed a desire to separate the setting of salaries for elected County department heads from that of appointed County department heads (Item No. 39, Legistar File 13-1409.  If changes are made to the compensation structure, it will necessitate corresponding additions, deletions or modifications to Personnel Policy No. 6 to reflect those changes.
 
Action(s) to be taken following Board approval
Chief Administrative Office will prepare a revised policy and return to the Board for consideration.
