Title

1) Award RFP 14-918-013 for the provision of the Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) Youth and Children's Services Programs Services to El Dorado Hills Community Vision and New Morning Youth and Family Services for the Early Intervention for Youth program; Black Oak Mine Union School District, El Dorado Hills Community Vision, and Tahoe Youth and Family Services for the Primary Intervention Project (PIP) program; and New Morning Youth and Family Services for the Incredible Years program;
2) Authorize the Purchasing Agent to execute agreements for same with the following not to exceed amounts for FY 2013-14:  $50,000 for Early Intervention for Youth, $212,700 for Primary Intervention Project (PIP), and $50,000 Incredible Years, subject to review, revisions and approval by County Counsel and Risk Management; and
3) In the event the FY 2014-15 MHSA Plan Update continues the PIP beyond its current termination date of December 30, 2014, authorize the Purchasing Agent to amend the PIP Agreements for up to 18 months (to June 30, 2016), to coincide with the expiration of the FY 2013-14 Three-Year MHSA Plan, without returning to the Board, contingent upon the scope of services remaining the same, the funding remaining within the recommended/approved budget, and the approval of County Counsel and Risk Management.

Procurement and Contracts has been advised that funding is available as follows:
 
Mental Health Services Act (MHSA) Fund is 100% State funding.
 
Background
On July 23, 2013, the Board authorized implementation of the FY 2012-13 MHSA Plan Update and authorized continuation of the County's MHSA programs as identified in said MHSA Plan Update until the FY 2013-14 MHSA Plan is presented to and approved by the Board (File ID 13-0795).  Included in the approved FY 2012-13 MHSA Plan Update are the "Youth and Children's Services Program" under the Prevention and Early Intervention (PEI) component.  Pursuant to the Board's direction of September 25, 2012 (File ID 12-1152), Request for Proposals (RFPs) were issued for these programs as RFP No. 14-952-013 after the FY 2012-13 MHSA Plan Update was adopted by the Board.
 
Youth and Children's Services Programs are designed to serve individuals age zero through 17 and their families.  Youth and Children's Services Programs include:
 
·      The Early Intervention Program for Youth, which provides screening for early identification, assessment and referrals to appropriate PEI Youth and Children's services as well as other Medi-Cal and MHSA-funded programs.
·      The Primary Intervention Project (PIP), which offers short-term, individual, non-directive play with a trained school aide for kindergarten through third-grade students who are at risk of developing emotional problems. The screening team determines those children who are at risk of developing emotional problems based on indications of difficulties experienced with adjustments in school.
·      The Incredible Years Program, which is a 12- to 14-week program that offers weekly parenting-skills classes to promote emotional and social capability, and reduce and treat behavioral and emotional problems in children ages two to twelve.
 
Reason for Recommendation
At the request of Health and Human Services Agency (HHSA), the Procurement and Contracts Division issued a Request for Proposal for the Youth and Children's Services Programs.  Eight (8) proposal responses were received, three (3) from El Dorado Hills Community Vision, one (1) from New Horizons Child and Family Services, one (1) from Black Oak Mine Unified School District, one (1) from Tahoe Youth and Family Services, and one (1) from New Morning Youth and Family Services.
 
These responses were evaluated from staff within the Health and Human Services Agency and the Mental Health Commission on the basis of Project Summary, Agency Background Information and Direct Services Provided, Program Design, Collaboration, Data Tracking and Reporting, and Program Budget.  The following proposals meet the needs of the County:

Action(s) to be taken following Board approval
Following Board approval, and subject to review, revisions and approval by County Counsel and Risk Management, the Health and Human Service Agency will process the following agreements:
 
·      El Dorado Hills Community Vision, Early Intervention for Youth, for the term ending June 30, 2014, for a not-to-exceed amount of $17,223.34.
·      New Morning Youth and Family Services, Early Intervention for Youth, for the term ending June 30, 2014, for a not-to-exceed amount of $32,776.66.
·      Black Oak Mine Union School District, Primary Intervention Project (PIP), for the term ending December 30, 2014, for a not-to-exceed amount of $61,478.00.
·      El Dorado Hills Community Vision, Primary Intervention Project (PIP), for the term ending December 30, 2014, for a not-to-exceed amount of $63,236.00.
·      Tahoe Youth and Family Services, Primary Intervention Project (PIP), for the term ending December 30, 2014, for a not-to-exceed amount of $87,986.00.
·      New Morning Youth and Family Services, Incredible Years, for the term ending June 30, 2016, for a not-to-exceed amount of $50,000.00.
