Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with this revenue agreement.  The revenue and expenses associated with this agreement were anticipated and included in the Fiscal Year 2013-14 Health and Human Services Agency ("HHSA") budget and will be included in future fiscal year budgets.  
 
Background
The California Department of Public Health ("CDPH") issued the agreement on October 28, 2013.  Upon receipt by HHSA, processing was immediately expedited.  Every effort has been made to bring this revenue agreement to the Board as quickly as possible.
 
The Immunization Assistance Program is funded through Federal allocation under Section 317 of the Public Health Services Act directly to California Department of Public Health Immunization Branch. Currently known as the Federal Vaccines for Children Program ("VFC") local funds distribution was initiated in the late 1980's.
 
Under California Health and Safety Code Division 105 Sections 120100-122420, the County Health Officer is required to take measures as may be necessary to prevent the occurrence and/or spread of infectious diseases including activities to organize and maintain availability of immunization services for the required vaccination of all persons/children at risk for such preventable infections. Consistent with statute, the HHSA Public Health Division administers an immunization program which provides the general public with vaccines recommended by the Advisory Committee on Immunization Practices and specifically required by Health and Safety Code Division 105 Part 2 Chapter 1.
 
Specific public health activities maintained through VFC funding include, but are not limited to, annual assessment of county-wide immunization coverage rates, provision of vaccination through community based clinics targeting the uninsured and disenfranchised populations, expert technical consultation to private sector medical providers on dosing,  scheduling and appropriate inoculation, community wide educational campaigns promoting the importance of vaccination, and reminder/recall system for preschoolers to insure optimal coverage rates and surge capacity for novel disease and outbreak control.  If the funding is not accepted, it would result in a reduction in the number of vaccinations given to at risk adults and children, which would result in a greater risk of preventable illness and infections.
  
Reason for Recommendation
Approval of this revenue agreement will allow HHSA to use State funds to continue immunization and outreach activities in the County of El Dorado through June 30, 2017, thereby ensuring support of the State's objective to control diseases that are preventable by vaccines as well as continued compliance with State mandates.   
 
Failure to maintain an effective community based VFC program will result in decreasing vaccination rates exposing the public to increased risk of infection with a vaccine preventable disease resulting in increased morbidity and potential mortality.  
 
Action(s) to be taken following Board approval
1.      Upon approval by County Counsel and Risk Management, Chair to sign three (3) each of Agreement 150-F1411 and two (2) each of the Contractor Certification Clauses;
2.      Board Clerk to return three (3) certified Minute Order for this Board Item and all County executed documents to HHSA, Contracts Unit, at 3057 Briw Road, Suite A;
3.      HHSA to submit County executed documents to CDPH for final signatures; and
4.      HHSA to return one (1) fully executed agreement to the Board Clerk's Office upon receipt of same from CDPH.
