Fiscal Impact/Change to Net County Cost
The Transportation Division budgeted $30,000 between FY 12/13 and FY 13/14, and anticipates budgeting the remaining $120,000 in subsequent Fiscal Year budgets for this Agreement.  There is no net County cost associated with this Agenda Item.   
 
Background
The Procurement and Contracts Division completed a Request for Qualifications (RFQ) process for the Division in February 2011.  Based upon the results of that RFQ process, the Division conducted a Request for Proposals process in August 2011.  Foothill Tree Service was determined to be highly qualified to provide the certified arborist support services required in this proposed Agreement.
 
Reason for Recommendation
The services of a certified arborist are needed to generate specialized reports and complete tree and shrub planting work necessary for County CIP projects, in accordance with environmental requirements.  This work specifically includes the planting, watering, and monitoring of trees and shrubs to ensure that plant establishment success criteria are met.  Environmental mitigation work in the form of creek and stream restoration and riparian replacement is common with CIP projects involving bridge replacement work or other projects affecting upland vegetation and oak woodland habitat.  Certified arborist services are, occasionally, also needed to evaluate the health of existing trees and determine the associated impacts resulting from proposed improvement projects.  
 
The Division also proposes to utilize this Agreement for tree and shrub trimming or removal work that may be necessary in advance of construction work due to bird nesting season protocols and requirements. This work is typically included in the Division's construction contract, however, in certain instances, completing the work outside of the nesting season is advantageous and minimizes the risk of schedule delays during the construction contract.
 
Action(s) to be taken following Board approval
1.  The Clerk of the Board will obtain the Chair's signature on the two originals of the Agreement 191-S1411 (AGMT 13-53762 ).
2.  The Clerk of the Board will forward one original of the fully executed subject Agreement to the Transportation Division for further processing.
