Fiscal Impact/Change to Net County Cost
There is no Net County Cost impact associated with this Amendment I to Agreement for Services 176-S1411.  Funding for Fiscal Years 2014-16 is dependent upon Realignment funds and Federal PSSF allocations.  Contractor may not provide services or invoice for CAPIT or PSSF services until the Health and Human Services Agency has notified Contractor in writing of the amount of said funding and allocation and has authorized services for that particular fiscal year.
 
Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County Budget Requests.  
 
Background
The Child Abuse Prevention Intervention and Treatment ("CAPIT") and Promoting Safe and Stable Families ("PSSF") programs address the needs of families and children at high risk for abuse or neglect, and are defined by Welfare and Institutions Code 18960-18964 and 16600-16605, respectively.  These programs utilize research-based models of best practices to provide services to isolated families and children who are at risk of abuse, neglect, and/or exposure to family violence.  Services include but are not limited to in-home visitation and family support, individual and family therapy, trauma-focused therapy groups for children, parenting education and support, respite services, domestic violence services, and transportation to services.  These services have proven to be an effective tool in the reduction of child abuse and neglect.  If the Amendment is not approved it would result in greater risk of child abuse and neglect in the County.
 
On September 30, 2013, the Purchasing Agent executed Agreement for Services 176-S1411 in the amount of $62,196 with a term of September 30, 2013 to September 29, 2016 with The Center for Violence-Free Relationships for the provision of CAPIT services.  
 
Reason for Recommendation
The Health and Human Services Agency has included PSSF funding in the amount of $40,000 and increased the CAPIT funding by $18,804 from $62,196 to $81,000, for a total annual funding of $121,000 for the term of the Agreement.  HHSA recommends the approval of Amendment I to Agreement 176-S1411 to add said funding and allow for the implementation of PSSF services in an effort to continue to reduce child abuse and neglect.  
 
Action(s) to be taken following Board approval
1) Chair to sign two (2) originals of Amendment I to Agreement for Services 176-S1411.
2) Board Clerk's Office to return one (1) original Agreement to HHSA at Briw Road.
3) HHSA to distribute as appropriate.
