Title: Health and Human Services Agency, Community Services Division, recommending the Board consider the following: 1) Authorize the Chair to sign Amendment III to Agreement for Services 363-S1110 with Conforti Plumbing, Inc. for the continued provision of plumbing system repair and replacement services by increasing the maximum compensation amount by $30,000 to a maximum not-to-exceed compensation of $90,318 for the current term that ends April 13, 2014; and 2) Authorize the Purchasing Agent or designee to execute further documents relating to Agreement for Services 363-S1110, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or the term of the Agreement. Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with Amendment III to Agreement for Services 363-S1110.  The grant allocation of federal funds covers all costs associated with provision of DOE WAP and LIHEAP services and sufficient appropriations are included in the Fiscal Year 2013-14 budget.  The County of El Dorado has received this grant allocation since the early 1980's and expects this revenue source to continue.
 
Background
The Weatherization Assistance Program enables low-income families to permanently reduce their energy bills by making their homes more energy efficient.  California families receiving LIHEAP assistance have incomes below 150% of the federal poverty level.  LIHEAP offers assistance for households in immediate danger of being without heat.  Health and Human Services Agency, Community Services Division ("HHSA") has continually contracted with Conforti Plumbing, Inc. since 2005 for the provision of weatherization services.  If the Amendment is not approved it would result in a greater risk of low-income families living without heat during the winter months with an increased risk of exposure.
 
On February 1, 2011, the Purchasing Agent executed Agreement for Services 363-S1110 with Conforti Plumbing, Inc., with a maximum contractual obligation of $35,000 for the term April 14, 2011 through April 13, 2014.
 
On March 7, 2012, the Purchasing Agent executed Amendment I to Agreement for Services 363-S1110, with no increase to the maximum contractual obligation for the term ending April 13, 2014.  Amendment I added language to ensure compliance with County Counsel-mandates.
 
On April 30, 2012, the Purchasing Agent executed Amendment II to Agreement for Services 363-S1110, with an increase in compensation of $25,318 for the term ending April 13, 2014.  
 
Reason for Recommendation
The purpose of the Weatherization Assistance Program is to increase the energy efficiency of homes owned or occupied by low-income persons and reduce their total residential expenditures such as heating and cooling bills.  Weatherization services have historically been in great demand in the County of El Dorado.  The approval of Amendment III to Agreement for Services 363-S1110 for the continued use of Conforti Plumbing, Inc.'s services is critical to ensure the health and safety of the County's frail and vulnerable residents.
 
Action(s) to be taken following Board approval
1) Chair to sign two (2) originals of Amendment III to Agreement for Services 363-S1110.
2) Board Clerk's Office to return one (1) original of Amendment III to Agreement for Services 363-S1110 to HHSA Contracts Unit at Briw Road.
3) HHSA to distribute as appropriate.
