Fiscal Impact/Change to Net County Cost
There is no fiscal impact or change to net county cost associated with this item.
 
Background
The California State Association of Counties (CSAC) and a collection of other local government organizations are working to steer a portion of the state's cap-and-trade revenue to local government projects that reduce greenhouse gas emissions.  A memo from CSAC explaining the effort is attached.  To help advance advocacy efforts in the upcoming legislative session, CSAC is seeking support from individual counties to help secure cap-and-trade funds for local projects.
 
CSAC provided a sample resolution which has been amended to reflect the County of El Dorado.  The Resolution also appoints the Air Pollution Control Officer as the liaison to the Local Climate Initiative group.  
 
Reason for Recommendation
Future County projects such as HOV lanes, bike and pedestrian paths, or lighting retrofits may benefit from this funding.
 
Action(s) to be taken following Board approval
Chief Administrative Office to send a copy of the executed Resolution to CSAC.  CAO staff and the Air Pollution Control Officer will monitor advocacy efforts and report relevant information back to the Board.
