Fiscal Impact/Change to Net County Cost

Background
The Eldorado National Forest is beginning to prepare an Environmental Analysis for proposed reconstruction of three segments of the Barrett 4-wheel drive Trail. As part of the "42 Road" decision, these three trail segments were found in the June 2013 Eldorado National Forest Travel Management Supplemental Environmental Impact Statement to be affecting the hydrologic connectivity of meadows. The Board of Supervisors has maintained an interest in the availability of off-highway routes through federal forest land in El Dorado County, and consistently commented at all stages of the "42 Road" process. As one of the major trails affected by the decision, Barrett Trail has been closed to public motorized use since July 2012.
The Forest Service has opened a comment period on its initial plan for environmental mitigation on Barrett Trail, otherwise known as the Proposed Action. The Proposed Action is included in Attachment B.
Reason for Recommendation
Comments on the Proposed Action are due by January 17, 2014.
