Title
Supervisor Nutting recommending the Board approve a Resolution 004-2014 sanctioning the temporary closure, at the discretion of the El Dorado County Community Development Agency Transportation Division Director, to Logan's Grade east of Eagle Mine Road to Pine Ridge Road during inclement weather and unsafe conditions; and authorize the Chair to sign the Resolution upon approval by County Counsel.
Body
Grizzly Flat Road is a county maintained road located east of Somerset. The section of Grizzly Flat Road known as Logan’s Grade is just east of Eagle Mine Road (private) to Pine Ridge Road in the Grizzly Flat Subdivision, at the 4000' elevation. Logan’s Grade is narrow, has no guard rails, is very steep (15% +) and ice's up during severe weather. String Canyon Road, a wider yet less steep (6%) alternative, is the main ingress and egress through the Grizzly Flat Subdivision, and is the first to be plowed and sanded, making it a safer alternative for the travelling public. Unfortunately, it is not uncommon for personal GPS (Global Positioning System) devices to direct the public through the Logan's Grade route rather than String Canyon Road. During an extreme weather event, this may be a hazardous situation for visitors unfamiliar with the area and unprepared for the weather conditions.
Red painted gates have been installed with the proper road closure advance warning signs at both ends of Logan's Grade, Eagle Mine Road, and Pine Ridge Road, but cannot be utilized without a Resolution authorizing a temporary road closure. In the interest of public safety, and to avoid tying up valuable resources, it would be prudent for our Board to approve the Resolution and authorize our Community Development Agency Transportation Division Director to temporarily close Logan's Grade Road east of Eagle Mine Road to Pine Ridge Road during extreme weather and unsafe conditions.
The Community Development Department would designate a website for the public to be notified i...
