Fiscal Impact/Change to Net County Cost
There are no fees or assessments relative to this Easement.  There is no fiscal impact or net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation
The Community Development Agency, Transportation Division (Division), will begin construction during the 2014 Tahoe construction season on the Lake Tahoe Boulevard Enhancement Project (Project). The purpose of the Easement is to utilize a portion of one (1) City of South Lake Tahoe (CSLT) owned parcel (Assessor's Parcel Number 032-302-02) associated with the construction of a Class 1 multi-use path, water quality improvements and storm water conveyance. The Project will link to the existing Class 2 bike lanes along Lake Tahoe Boulevard at the intersection of Viking Road and Lake Tahoe Boulevard. The Project supports the Tahoe Regional Planning Agency's (TRPA) and the Tahoe Metropolitan Planning Organization's (TMPO) Lake Tahoe Region Bicycle and Pedestrian Plan by installing a Class 1 and/or Class 2 bicycle facility along Lake Tahoe Boulevard between Clear View Drive and Viking Road. The purpose of the Lake Tahoe Region Bicycle and Pedestrian Plan is to provide access to local businesses, schools, and offices for bicyclists and pedestrians, to reduce vehicular transportation and to enhance recreational opportunities within the Lake Tahoe Basin.  The Project also supports TRPA's Environmental Improvement Program (EIP) and the California Tahoe Conservancy's (CTC) March 1987 Report on Soil Erosion Control Needs and Projects in the Lake Tahoe Basin by installing low impact Best Management Practices (BMPs).
 
Action(s) to be taken following Board Approval
1) The Clerk of the Board will obtain the Chair's signature on the Grant of Easement and Certificate of Acceptance.
2) The Clerk of the Board will complete the All Purpose Notary Acknowledgment provided for the Easement Agreement and forward to the Recorder/Clerk's office for recordation.
3) The Clerk of the Board will send one executed and recorded copy of the Grant of Easement Agreement, the Certificate of Acceptance, and the All Purpose Notary Acknowledgment to the Division.
 
Action to be taken by Division following Board approval:
1) Upon receipt of a copy of the fully executed and recorded Grant of Easement Agreement, the Certificate of Acceptance, and All Purpose Notary Acknowledgment from the Clerk of the Board, the Division will forward to the CSLT.
